California Public Utility Comprehensive Tank Asset Management

Terraphase provides turnkey fuel tank compliance services for a large California utility, ensuring ongoing adherence to federal and state regulations. Our work supports the utility’s environmental compliance programs for aboveground and underground storage tanks (ASTs/USTs), with a focus on Emergency Planning and Community Right-to-Know Act (EPCRA)/California Environmental Reporting System (CERS); Spill Prevention, Control, and Countermeasures (SPCC)/Aboveground Petroleum Storage Act (APSA); and California Title 22 requirements.

Scope of Services

Our team enhanced the utility’s environmental management systems through comprehensive compliance support, including AST audits, annual Steel Tank Institute (STI) inspections, tank integrity testing, SPCC Plan reviews, and lifecycle assessments. These services were designed to inform capital planning, mitigate risks, and streamline reporting. By proactively identifying deficiencies and facilitating timely repairs, we helped extend the lifespan of key infrastructure and reduce long-term costs.
