Northern California Emergency Generator Permitting

Terraphase provided permitting and regulatory compliance support for multiple projects involving diesel emergency generators and hazardous material storage systems. These efforts focused on ensuring compliance with Bay Area Air District (BAAD) requirements and other local environmental regulations.

Scope of Services

Terraphase services included preparation and submittal of Authority-to-Construct (ATC) and Permit-to-Operate (PTO) applications for over 20 emergency generators and fire pumps, development of Hazardous Materials Business Plans (HMBPs), and aboveground storage tank (AST) permitting. Additional tasks included Spill Prevention, Control, and Countermeasure (SPCC) Plan preparation, emission calculations, health risk assessments, California Environmental Reporting System (CERS) updates, and development of emergency response plans and training materials. Work involved close coordination with regulatory agencies to ensure approval and compliance.

Research Facility Air Emission Assessment

Terraphase provided comprehensive air quality management services to support regulatory compliance and reporting for stationary and mobile emission sources at a Northern California research facility. These services ensure alignment with local air district regulations and state-level sustainability initiatives.

Scope of Services

Services provided by Terraphase included the collection and evaluation of air emissions data, coordination of emissions testing, and preparation of regulatory filings in accordance with the local air district and California Air Resources Board (CARB) requirements. Services have also included the assessment of equipment eligibility for exemptions and extension requests for compliance deadlines.

Underground Natural Gas Storage Facility Air Quality Compliance

Terraphase has provided extensive environmental support services to an underground natural gas processing facility, covering air quality compliance, methane baseline recalculations, and reciprocating internal combustion engine (RICE) evaluations. This work addressed federal, state, and local regulatory requirements to ensure compliance and support operational excellence.

Scope of Services

Terraphase supported comprehensive air quality reporting and compliance activities, including the preparation and submission of greenhouse gas (GHG) emissions reports in accordance with California Air Resources Board (CARB) and U.S. Environmental Protection Agency (USEPA) requirements. Work included monthly GHG calculations, quality assurance, and coordination with third-party verifiers, as well as compliance with CARB’s Cap-and-Trade Program and Oil and Gas Rule through ambient monitoring, leak and detection repair, and methane data management. Terraphase recalculated methane baselines for multiple natural gas compressor stations by consolidating high frequency monitoring data, calculating statistical metrics, and updating compliance documentation.

The team also conducted annual RICE evaluations under the National Emission Standards for Hazardous Air Pollutants NESHAP standard (40 CFR 63 Subpart ZZZZ), reviewed site proximity to human occupancy, and updated supporting technical documents. Additional efforts included enhanced emissions reporting under California AB 617, regulatory analysis of USEPA’s 2024 Waste Emissions Charge (WEC) and updates to the GHG Reporting Program, evaluating potential impacts on client operations, and summarizing new compliance requirements.
