San Francisco Presidio Parkway Construction Management Support
Terraphase supported the Presidio Parkway project in San Francisco, California, which replaced the southern access road to the Golden Gate Bridge, also known as Doyle Drive (Route 101).
Scope of Services
Terraphase provided construction management, environmental, and geotechnical engineering services to the Public Private Partnership (P3) responsible for the design and construction of the Presidio Parkway.
During construction, Terraphase managed soil movement for approximately 440,000 cubic yards of cut and 300,000 cubic yards of fill. Additionally, our team managed the project spoils management program during the cement deep soil mixing (CDSM) at the site. Terraphase engineers also monitored the groundwater treatment system and prepared quarterly National Pollution Discharge Elimination System (NPDES) reports while our operators were providing routine and emergency system services.

Former Naval Fuel Depot Point Molate Large-Scale Excavation Construction
Terraphase is the environmental engineering consultant to the City of Richmond in Northern California for the remediation and redevelopment of the former Naval Fuel Depot Point Molate. The Navy formerly operated a waste oil pond (oil from ship bilges, off-specification fuels, waste oil) at the 12-acre Installation Restoration Site 3 (IR Site 3). Operation of the waste oil pond resulted in extensive petroleum impacts, primarily Bunker C and diesel fuel, to the soil and groundwater across most of the Site.
Scope of Services
Terraphase prepared the design of the remedial solution for the site and oversaw execution of the remedial action which would allow for redevelopment of the property. Terraphase services at the site included pre-characterization, for waste-disposal purposes, of the 12-acre IR Site 3. The characterization consisted of advancing over 100 borings and developing a novel approach to assess mobility of petroleum products in the subsurface. The remedial excavation removed over 200,000 tons of soil, and Terraphase oversaw final grading and drainage of the site. Our services during construction included stormwater compliance, air monitoring, and operation, maintenance, and monitoring of a 100-gallon per minute groundwater treatment plant. The treatment plan had an associated groundwater barrier and non-aqueous phase liquid (NAPL) removal component. Terraphase was responsible for National Pollutant Discharge Elimination System (NPDES) compliance reporting for the groundwater treatment system. Following the remedial excavation, our team collected over 500 confirmation samples. Additionally, we screened over 200,000 tons of import soil from multiple sites around the San Francisco Bay Area based upon strict acceptance criteria. Terraphase participated in regular meetings with the Point Molate Community Advisory Committee as part of this remediation effort.

Musco Family Olive Company Construction Project Management
Musco Family Olive Company retained Terraphase as project manager and Engineer of Record to manage the design and installation of five replacement surface impoundments in Northern California. Terraphase was also responsible for remediation and compliance activities to achieve clean closure of the one surface impoundment to be decommissioned.
Scope of Services
Terraphase managed the engineering design (consisting of Terraphase and subconsultant engineers) and construction procurement (including managing the bid process). We performed the full suite of management and oversight services during replacement impoundment construction, including contractor oversight, contract management, construction quality assurance (CQA) services, and health and safety management.
